Legal Memo: Effective Regulatory Measures for Portland’s Fossil Fuel Infrastructure Policy

In this memo*, we detail local policies that aim to protect people and the environment from the many inherent risks of fossil fuels and fossil fuel infrastructure. We urge the City to adopt substantive policy intended to directly regulate and mitigate the dangers of fossil fuel infrastructure, including transport & storage risks like seismic events, explosions, spills, and derailments. It is clear that non-binding resolutions will not satisfy the public nor rise to the occasion of protecting the health, safety, and welfare of Portland’s residents. The political moment and the urgency of climate change position the City to invest in a renewable energy future. Portland can lead other cities, the region and the nation by establishing a strong policy framework that imagines a future without fossil fuel and meets its clearly stated equity goals
